Narrative:
Flap failure occurred just prior to localizer intercept. Broke off approach. Captain directed me to complete appropriate checklist and contact company to confirm landing distances suitable for avp. Captain said he would handle #1 radio and communicate with ATC. As I completed checklist, I heard ATC advise 'proceed direct lake henry (lhy) VOR and hold east on 090 degree radial at 6000 ft standard turns.' captain programmed FMS. I did not confirm instructions or verify FMS program. We were unable to contact company direct and asked for climb to 10000 ft. ATC authority/authorized 8000 ft. Company personnel on ground at avp and outbound captain worked land line communication with company, relaying data to me for concurrence. ATC called and asked if we were holding east of lhy or west. We confirmed west. ATC stated we were instructed east on 090 degrees. Captain checked program and realized he had put the wrong inbound heading/radial. He selected inbound crs 090 degrees which put us on the 270 degree radial with an inbound heading to lhy of 090 degrees. The collins FMS-4100 manual shows this as correct. Our aircraft are equipped with collins FMS-4200. In retrospect, we should have delayed all checklist except for essential one for safety of flight and delayed me leaving the communication loop until we were established in the hold. It all goes back to aviate, navigation, communicate.

Title: A CL65 FLC, DISTRACTED WITH A FLAP FAILURE DURING APCH, FLIES THE WRONG RADIAL AFTER BEING ASSIGNED A HOLD OVER LHY VOR AFTER ATTEMPTING AN APCH TO AVP, PA.
Narrative: FLAP FAILURE OCCURRED JUST PRIOR TO LOC INTERCEPT. BROKE OFF APCH. CAPT DIRECTED ME TO COMPLETE APPROPRIATE CHKLIST AND CONTACT COMPANY TO CONFIRM LNDG DISTANCES SUITABLE FOR AVP.
