Narrative:

While attempting to activate pre-filed IFR clearance, told to fly 180 degree heading (into enhanced class B) and contact next approach control frequency, who then chastised me for not having IFR clearance in enhanced B airspace. There seems to be much confusion about enhanced B airspace among ATC controllers, since different interps have been my recent experience. This new procedure needs clarification so that controllers do not issue mutually contradictory instructions.

Narrative: WHILE ATTEMPTING TO ACTIVATE PRE-FILED IFR CLRNC, TOLD TO FLY 180 DEG HDG (INTO ENHANCED CLASS B) AND CONTACT NEXT APCH CTL FREQ, WHO THEN CHASTISED ME FOR NOT HAVING IFR CLRNC IN ENHANCED B AIRSPACE. THERE SEEMS TO BE MUCH CONFUSION ABOUT ENHANCED B AIRSPACE AMONG ATC CTLRS, SINCE DIFFERENT INTERPS HAVE BEEN MY RECENT EXPERIENCE. THIS NEW PROC NEEDS CLARIFICATION SO THAT CTLRS DO NOT ISSUE MUTUALLY CONTRADICTORY INSTRUCTIONS.
