Narrative:
Filed IFR flight plan for local instrument approaches with a flight instructor. Deported sgs airport (within 'enhanced' class B airspace, under a class B shelf) VFR, then received the IFR clearance once airborne. Once back on the ground I began to wonder if the NOTAMS allowed me to depart in the enhanced B airspace VFR with a flight instructor, then receive the IFR clearance airborne. I believe the NOTAMS were unclear on what was and wasn't allowed at that time. Suggest NOTAMS be written more clearly. Happened during restr flight times following terrorist attacks.

Title: A C172 PVT INSTRUMENT RATED PLT WONDERS IF HE AHD HIS CFI WRE LEGAL TO DEPART ON A VFR FLT WITHIN THE ENHANCED CLASS B AT MSP TO PICK UP THEIR IFR AIRBORNE FROM SGS, MN.
Narrative: FILED IFR FLT PLAN FOR LOCAL INSTRUMENT APPROACHES WITH A FLT INSTRUCTOR. DEPORTED SGS ARPT (WITHIN 'ENHANCED' CLASS B AIRSPACE, UNDER A CLASS B SHELF) VFR, THEN RECEIVED THE IFR CLRNC ONCE AIRBORNE. ONCE BACK ON THE GND I BEGAN TO WONDER IF THE NOTAMS ALLOWED ME TO DEPART IN THE ENHANCED B AIRSPACE VFR WITH A FLT INSTRUCTOR, THEN RECEIVE THE IFR CLRNC AIRBORNE. I BELIEVE THE NOTAMS WERE UNCLEAR ON WHAT WAS AND WASN'T ALLOWED AT THAT TIME. SUGGEST NOTAMS BE WRITTEN MORE CLEARLY. HAPPENED DURING RESTR FLT TIMES FOLLOWING TERRORIST ATTACKS.
