Narrative:
On 9/wed/01, I was captain on air carrier X flight XXX enroute from XXX, us to ZZZ, us. The flight attendant on board told me of a situation on the flight several hours after the plane landed he mentioned that a man representing himself as a federal air marshall was on board and interfering with his crew member duties. I then reported to my director of operations and gave him what details I could. The man was later arrested and indeed not a law enforcement officer of any kind. The problem became evident when it was determined that our new security program was not followed. First with the flight attendant, then myself and finally with my director of operations. The root cause is that before 9/tue/01, air carrier X never had a security program. In the company's rush to begin revenue operations, a program was purchased and distributed. None of the crew members had training on the program. A solution would be a 'crash' course on the program and access to the new information as it becomes available 'baptism by fire' is just not acceptable.

Title: A CHARTER PIC RPT ON THE LACK OF A SECURITY PROGRAM AT THIS CHARTER COMPANY. SUBSEQUENTLY, A PAX PASSED HIMSELF OFF AS A FEDERAL AIR MARSHALL AND INTERFERED WITH THE DUTIES OF THE FLT ATTENDANT ON A FLT TO ZZZ, US.
Narrative: ON 9/WED/01, I WAS CAPT ON ACR X FLT XXX ENROUTE FROM XXX, US TO ZZZ, US. THE FLT ATTENDANT ON BOARD TOLD ME OF A SIT ON THE FLT SEVERAL HRS AFTER THE PLANE LANDED HE MENTIONED THAT A MAN REPRESENTING HIMSELF AS A FEDERAL AIR MARSHALL WAS ON BOARD AND INTERFERING WITH HIS CREW MEMBER DUTIES. I THEN RPTED TO MY DIRECTOR OF OPS AND GAVE HIM WHAT DETAILS I COULD. THE MAN WAS LATER ARRESTED AND INDEED NOT A LAW ENFORCEMENT OFFICER OF ANY KIND. THE PROBLEM BECAME EVIDENT WHEN IT WAS DETERMINED THAT OUR NEW SECURITY PROGRAM WAS NOT FOLLOWED. FIRST WITH THE FLT ATTENDANT, THEN MYSELF AND FINALLY WITH MY DIRECTOR OF OPS. THE ROOT CAUSE IS THAT BEFORE 9/TUE/01, ACR X NEVER HAD A SECURITY PROGRAM. IN THE COMPANY'S RUSH TO BEGIN REVENUE OPS, A PROGRAM WAS PURCHASED AND DISTRIBUTED.
