Narrative:
When I started flying in the fall of 2000, my friends and I were talking about when I receive my license, to take them up on a ride sometime. We got to talking more about this and having an idea to fly over the football field on homecoming night, before the game. Before sunset, I took off from the aitkin airport. I did 3 touch and go's and went to fly over cedar brook (to the west of the airport). Then as I was coming back to town, I went east, southeast to go over the football field. As I went over the field my altimeter read 1900 ft MSL(which is 700 ft from ground). But the local law enforcement officer was watching and he said I was 100 ft above the ground. So my altimeter was at fault. Then I lnded shortly after the low pass that I made. I thought I was legal for doing such an act. But I misinterpreted the FAA's rules. I thought that you can be 500 ft away from any person, vessel, vehicle or structure. The parts or rules I violated were part 91.119 (B) and 91.13. This was a poor decision and bad judgment on my behalf, to make a low pass over a congested area. I did not take the time to read any precautions that I should have made prior to the flight. I have learned my lesson to use good judgement and good decisions on what to do in the air. Also I shall take time to read about and prepare for any flight I am about to take to insure the legality and safety of the flight.
