Narrative:

First officer was PF. Captain was PNF. FL370 felt turbulence/vibration then status message. Eec C1 left engine control. Flight attendant reported hearing loud noise from left engine. Relief pilot returned to flight deck and got communication with dispatch, air carrier maintenance control, pratt & whitney, boeing. All left engine indication seemed normal except ff, which was at 1200 pounds left. Throttle was moved manually to see status and then realized engine was at idle. Throttle had no engine response. Curacao was advised and FL240 required. Drift down checklist was completed. At FL240 engine severe damage checklist was run up to fuel controller off, decided idle thrust was better than none, but monitored egt closely. Decision was made to land at svmi, dumped 33000 pounds fuel with curacao agreement. Was completed 50 north of aruba. Flight attendants and passenger briefed. 40 north svmi engine was shut down, kept getting nuisance engine fail EICAS due to fluctuating rpms. WX clear and calm winds at svmi. Non event landing, emergency equipment was requested but not needed. Excellent CRM among all crew members/cockpit and cabin attendant. Everyone encouraged to pitch in and final decision was agreed upon by all including dispatch.
