Narrative:

PF was cleared from 8000 ft to 5000 ft. During descent we encountered IMC conditions and noticed large fluctuations on altimeter. Assuming moisture and/or a trace of ice on pitot tube and static system, PF advised ATC and asked for lower. (Controller said maintain 5000 ft altitude pilot's discretion.) at that point when altimeter stabilized it read 4500 ft. Controller stated 'I know you're having some problems, but you need to maintain altitude assigned.' controller said now descend maintain 4000 ft. Shortly after that PF entered VMC and canceled IFR to stay out of visible moisture.

Title: A MUSKETEER II CFI GETS INTO POSSIBLE ICING CONDITIONS THAT AFFECTED HIS PITOT STATIC SYS, OVERSHOOTING HIS ASSIGNED ALT IN DSCNT WITH AN ERRONEOUSLY READING ALTIMETER NEAR ALB, NY.

Narrative: PF WAS CLRED FROM 8000 FT TO 5000 FT. DURING DSCNT WE ENCOUNTERED IMC CONDITIONS AND NOTICED LARGE FLUCTUATIONS ON ALTIMETER. ASSUMING MOISTURE AND/OR A TRACE OF ICE ON PITOT TUBE AND STATIC SYS, PF ADVISED ATC AND ASKED FOR LOWER. (CTLR SAID MAINTAIN 5000 FT ALT PLT'S DISCRETION.) AT THAT POINT WHEN ALTIMETER STABILIZED IT READ 4500 FT. CTLR STATED 'I KNOW YOU'RE HAVING SOME PROBS, BUT YOU NEED TO MAINTAIN ALT ASSIGNED.' CTLR SAID NOW DSND MAINTAIN 4000 FT. SHORTLY AFTER THAT PF ENTERED VMC AND CANCELED IFR TO STAY OUT OF VISIBLE MOISTURE.
