Narrative:
At FL290, ATC cleared us to cross 55 mi northeast of jfk at 230 degrees. ATC cleared us approximately 20 NM past jfk. Captain was on PA. First officer was flying the QRW2 arrival to bos and had to calculate distance past newes waypoint. We were over top of descent point when it was entered into FMC. The FMC will not accept leapfrog waypoint insertion, ie, it won't take 55 NM past jfk -- you have to calculate off of one of the other waypoints and then insert it. We also had an 85 KT tailwind component which moved the top of descent point further westward. Even with speed brakes deployed we missed the crossing restr at FL230 by 5 NM. Crew was culpable in that the captain was occupied and distraction by PA announcement and first officer was new to the equipment. ATC made task harder by requiring time consuming calculation to arrive at proper waypoint to insert into FMC. Mitigating factor was strong tailwind component.
Original NASA ASRS Text
Title: A XING RESTR IS MISSED DUE TO THE COMPLICATIONS OF LATE ASSIGNMENT, DISTR CREW MEMBER, FMC PROGRAMMING CHARACTERISTICS AND A HIGH TAILWIND.
Narrative: AT FL290, ATC CLRED US TO CROSS 55 MI NE OF JFK AT 230 DEGS. ATC CLRED US APPROX 20 NM PAST JFK. CAPT WAS ON PA. FO WAS FLYING THE QRW2 ARR TO BOS AND HAD TO CALCULATE DISTANCE PAST NEWES WAYPOINT. WE WERE OVER TOP OF DSCNT POINT WHEN IT WAS ENTERED INTO FMC. THE FMC WILL NOT ACCEPT LEAPFROG WAYPOINT INSERTION, IE, IT WON'T TAKE 55 NM PAST JFK -- YOU HAVE TO CALCULATE OFF OF ONE OF THE OTHER WAYPOINTS AND THEN INSERT IT. WE ALSO HAD AN 85 KT TAILWIND COMPONENT WHICH MOVED THE TOP OF DSCNT POINT FURTHER WESTWARD. EVEN WITH SPD BRAKES DEPLOYED WE MISSED THE XING RESTR AT FL230 BY 5 NM. CREW WAS CULPABLE IN THAT THE CAPT WAS OCCUPIED AND DISTR BY PA ANNOUNCEMENT AND FO WAS NEW TO THE EQUIP. ATC MADE TASK HARDER BY REQUIRING TIME CONSUMING CALCULATION TO ARRIVE AT PROPER WAYPOINT TO INSERT INTO FMC. MITIGATING FACTOR WAS STRONG TAILWIND COMPONENT.
