Narrative:
Oct/wed/01 on ground at gai, I called clearance delivery and told them I was IFR to vys. They called back 'cleared to vys via direct westminster V44 mrb, maintain 3000 ft, expect 8000 ft in 10 mins, departure frequency 128.7, squawk XXXX.' I read it back. Approximately 1 min later they called again 'aircraft X, amendment to your clearance.' I said 'I'm ready to copy.' they said 'aircraft X from mrb to vys, fly V44 morgantown V144 to fort wayne, cleared.' I read back the amended clearance and nothing more was said. I taxied out to runway 32, did my run-up, and announced on unicom that I was departing runway 32. After departure, I tried calling bwi departure on 128.7. He never called back. Now I'm climbing through 1600 ft MSL and I called him again 'bwi departure, aircraft X climbing out of 2300 ft MSL.' he called back 'I don't have a clearance on you, maintain VFR,' and I did. I said I was cleared to direct westminster V44 mrb. He said fly heading 180 degrees, maintain VFR. He then called back with 'clearance delivery thought you were still on the ground.' 'my mistake, I should have realized I had no void time.' but in the past I've never gotten a clearance without a void time, especially if I've gotten a squawk code. Anyway, when they give a clearance like that at uncontrolled fields and with unfamiliar pilots as with myself, they should say 'call up before you depart' after they give a clearance.
Original NASA ASRS Text
Title: A C310 CARGO PLT DEPARTS GAI, MD, EXPECTING TO BE ON AN IFR FLT PLAN WITH BWI DEP CTL BUT FLT PLAN WAS NOT ACTIVATED AS THE CLRNC VOID TIME WAS NEVER ASSIGNED TO FLT AT GAI, MD.
Narrative: OCT/WED/01 ON GND AT GAI, I CALLED CLRNC DELIVERY AND TOLD THEM I WAS IFR TO VYS. THEY CALLED BACK 'CLRED TO VYS VIA DIRECT WESTMINSTER V44 MRB, MAINTAIN 3000 FT, EXPECT 8000 FT IN 10 MINS, DEP FREQ 128.7, SQUAWK XXXX.' I READ IT BACK. APPROX 1 MIN LATER THEY CALLED AGAIN 'ACFT X, AMENDMENT TO YOUR CLRNC.' I SAID 'I'M READY TO COPY.' THEY SAID 'ACFT X FROM MRB TO VYS, FLY V44 MORGANTOWN V144 TO FORT WAYNE, CLRED.' I READ BACK THE AMENDED CLRNC AND NOTHING MORE WAS SAID. I TAXIED OUT TO RWY 32, DID MY RUN-UP, AND ANNOUNCED ON UNICOM THAT I WAS DEPARTING RWY 32. AFTER DEP, I TRIED CALLING BWI DEP ON 128.7. HE NEVER CALLED BACK. NOW I'M CLBING THROUGH 1600 FT MSL AND I CALLED HIM AGAIN 'BWI DEP, ACFT X CLBING OUT OF 2300 FT MSL.' HE CALLED BACK 'I DON'T HAVE A CLRNC ON YOU, MAINTAIN VFR,' AND I DID. I SAID I WAS CLRED TO DIRECT WESTMINSTER V44 MRB. HE SAID FLY HDG 180 DEGS, MAINTAIN VFR. HE THEN CALLED BACK WITH 'CLRNC DELIVERY THOUGHT YOU WERE STILL ON THE GND.' 'MY MISTAKE, I SHOULD HAVE REALIZED I HAD NO VOID TIME.' BUT IN THE PAST I'VE NEVER GOTTEN A CLRNC WITHOUT A VOID TIME, ESPECIALLY IF I'VE GOTTEN A SQUAWK CODE. ANYWAY, WHEN THEY GIVE A CLRNC LIKE THAT AT UNCTLED FIELDS AND WITH UNFAMILIAR PLTS AS WITH MYSELF, THEY SHOULD SAY 'CALL UP BEFORE YOU DEPART' AFTER THEY GIVE A CLRNC.
