Narrative:
The aircraft was in ZZZ foreign airport, with plans of returning to ZZZ1 foreign city on the following day. Following the 09/tue/01 terrorist attacks, temporary flight restrs went into effect. In view of the fact that the aircraft remained at ZZZ airport and was needed in order to transport the executives and personnel from the company's facilities in ZZZ1 city to ZZZ and back, as part of the normal business of the company, I contacted ZZZ civil aviation administration to inquire and obtain authorization to travel to ZZZ1. I was informed by the corresponding authorities that no flight restrs were in effect and that there were no impediments to the intended trip. I was only required to place a different letter in front of the aircraft registration number. A flight plan was filed with the ZZZ civil aviation administration and I departed on 10/tue/01, enroute to ZZZ1 city. Upon entering us airspace, I contacted ZZZ2 center, advised them of my position and was authorized to continue. The travel was done under instrument flight rules. On 10/mon/01, I filed a flight plan with the ZZZ3 FSS as part of a flight to ZZZ. Once again, no objections were made by the ZZZ3 FSS and I was enroute to ZZZ airport. Once again the flight continued under instrument flight rules. We stayed at the ZZZ foreign city until 10/tue/01, and returned to ZZZ1 foreign airport, once again, after filing the corresponding flight plan with ZZZ foreign authorities and contacting the ZZZ2 center upon entering us airspace. At all times I acted upon the assumption and belief that no restrs for the travel of us registered aircraft were in plan as long as such flts were conducted under instrument flight rules. These assumptions were further confirmed by the fact that no objections or impediments were made by either ZZZ foreign or the FAA authorities. This statement is submitted in view of the fact that I have heard rumors concerning an investigation regarding the flts. Upon information and belief, other us registered private non-charter acfts have traveled to and from ZZZ1 and ZZZ after 09/tue/01 attacks.

Title: A CORPORATE ATP PLT IS CONCERNED OVER ALLEGATIONS OF INVESTIGATIONS RELATED TO PRIVATE, NON CHARTER ACFT FLTS FROM THE US TO OTHER AREAS IN FOREIGN COUNTRIES.
Narrative: THE ACFT WAS IN ZZZ FOREIGN ARPT, WITH PLANS OF RETURNING TO ZZZ1 FOREIGN CITY ON THE FOLLOWING DAY. FOLLOWING THE 09/TUE/01 TERRORIST ATTACKS, TEMPORARY FLT RESTRS WENT INTO EFFECT. UPON ENTERING US AIRSPACE, I CONTACTED ZZZ2 CTR, ADVISED THEM OF MY POSITION AND WAS AUTHORIZED TO CONTINUE. THE TRAVEL WAS DONE UNDER INSTRUMENT FLT RULES. ON 10/MON/01, I FILED A FLT PLAN WITH THE ZZZ3 FSS AS PART OF A FLT TO ZZZ. ONCE AGAIN, NO OBJECTIONS WERE MADE BY THE ZZZ3 FSS AND I WAS ENROUTE TO ZZZ ARPT. ONCE AGAIN THE FLT CONTINUED UNDER INSTRUMENT FLT RULES. WE STAYED AT THE ZZZ FOREIGN CITY UNTIL 10/TUE/01, AND RETURNED TO ZZZ1 FOREIGN ARPT, ONCE AGAIN, AFTER FILING THE CORRESPONDING FLT PLAN WITH ZZZ FOREIGN AUTHORITIES AND CONTACTING THE ZZZ2 CTR UPON ENTERING US AIRSPACE. AT ALL TIMES I ACTED UPON THE ASSUMPTION AND BELIEF THAT NO RESTRS FOR THE TRAVEL OF US REGISTERED ACFT WERE IN PLAN AS LONG AS SUCH FLTS WERE CONDUCTED UNDER INSTRUMENT FLT RULES. THESE ASSUMPTIONS WERE FURTHER CONFIRMED BY THE FACT THAT NO OBJECTIONS OR IMPEDIMENTS WERE MADE BY EITHER ZZZ FOREIGN OR THE FAA AUTHORITIES. THIS STATEMENT IS SUBMITTED IN VIEW OF THE FACT THAT I HAVE HEARD RUMORS CONCERNING AN INVESTIGATION REGARDING THE FLTS. UPON INFO AND BELIEF, OTHER US REGISTERED PRIVATE NON-CHARTER ACFTS HAVE TRAVELED TO AND FROM ZZZ1 AND ZZZ AFTER 09/TUE/01 ATTACKS.
