Narrative:
Gear failed to retract due to a maintenance bypass valve on belly of aircraft extended in position. By pass valve was extended by maintenance after external and cockpit preflts were conducted. Ran appropriate checklists, returned to stl without incident. More detailed reports filed with company. Maintenance realized their mistake and claimed it was not an ordinary practice to do this inspection so close to departure time.
