Narrative:
I was PIC of a piper PA34 seneca. I departure york airport (thv) for a scheduled avionics appt at ZZZ. After my runup and just prior to departure, I was reminded that I had to pick-up a passenger at mrb who would accompany me to the avionics shop. I have made this flight countless times in the past, both VFR and IFR. I know that because of our country's current nervousness about aircraft that I needed to be careful to avoid P40. I used my sectional, my GPS-fed moving map, my mfd, and my knowledge of the landmarks and terrain to stay at least 4 miles from P40. Ten miles from martinsburg, I called inbound for landing. The tower said dulles wanted me to identify. I complied. When I landed, tower gave me approach control's phone number and asked me to call them. I shut down the engines and complied immediately. Dulles informed me that I had penetrated P40. I objected and told them I had remained clear of that airspace by at least 4 miles. He asked if I had read the current NOTAM concerning the restrs to airspace, I wanted to know if that was the one issued just after sep/tue/01 with about 37 printed pages or so. In fact, I had read through that document shortly after flight operations had been restored, but were still highly restr. I also copied a synopsis of the NOTAM off of a pilot organization web site and had a copy of that in my flight bag. However, my copy was highlighted with all the restrs around the class B airspace at washington/baltimore. I certainly had missed the changes that were designated for 'thurmont' md. Even if I had looked for this specific information (which I did later), I would have been looking for references to camp david or P40. I had just overlooked this portion of the NOTAM. This situation could have been avoided prior to the flight with a full FSS briefing. When I changed proposed destinations after leaving the ramp, I should have made contact with the FSS or used ATC for flight following. Either of those would have provided me with information to avoid this error.

Title: CHANGES IN ORIGINAL FLT PLAN AND WITHOUT AN FSS BRIEFING AS WELL AS CHANGES IN RESTRS AROUND THE P40 RESTR AREA SINCE THE ORIGINAL NOTAM REFERENCING NEW SECURITY PROCS AND RESTRS RESULT IN NON COMPLIANCE AND UNAUTHORIZED ENTRY.
Narrative: I WAS PIC OF A PIPER PA34 SENECA. I DEP YORK ARPT (THV) FOR A SCHEDULED AVIONICS APPT AT ZZZ. DULLES INFORMED ME THAT I HAD PENETRATED P40. I OBJECTED AND TOLD THEM I HAD REMAINED CLR OF THAT AIRSPACE BY AT LEAST 4 MILES. HE ASKED IF I HAD READ THE CURRENT NOTAM CONCERNING THE RESTRS TO AIRSPACE, I WANTED TO KNOW IF THAT WAS THE ONE ISSUED JUST AFTER SEP/TUE/01 WITH ABOUT 37 PRINTED PAGES OR SO. IN FACT, I HAD READ THROUGH THAT DOCUMENT SHORTLY AFTER FLT OPS HAD BEEN RESTORED, BUT WERE STILL HIGHLY RESTR. I ALSO COPIED A SYNOPSIS OF THE NOTAM OFF OF A PLT ORGANIZATION WEB SITE AND HAD A COPY OF THAT IN MY FLT BAG. HOWEVER, MY COPY WAS HIGHLIGHTED WITH ALL THE RESTRS AROUND THE CLASS B AIRSPACE AT WASHINGTON/BALTIMORE. I CERTAINLY HAD MISSED THE CHANGES THAT WERE DESIGNATED FOR 'THURMONT' MD. WHEN I CHANGED PROPOSED DESTS AFTER LEAVING THE RAMP, I SHOULD HAVE MADE CONTACT WITH THE FSS OR USED ATC FOR FLT FOLLOWING. EITHER OF THOSE WOULD HAVE PROVIDED ME WITH INFO TO AVOID THIS ERROR.
