Narrative:

Airline X, an A320, on 120 degree heading, 6000 ft, vector to final at phl. An unknown aircraft, class B violator, identified later as PA28 was westbound and appeared level at 5500 ft. The violator then started to climb and airline X asked for a turn away, and I turned him to 90 degrees. Airline X responded to RA and climbed. He called clear of conflict at 6500 ft, and I issued a right turn to 120 degrees and a frequency change. Airline X was then observed turning northeast bound toward airline Y, a DO328 that had been previously separated from airline X. Airline Y was then turned to 010 degrees and descended.
