Narrative:
A flight of two B25's called rvs ATC inbound. I informed them that the field was IFR and to state intentions, they requested SVFR into the airspace. SVFR clearance was issued. Approximately 1 to 2 mins later, a T6 called inbound. I informed the T6 to remain clear of 'D' airspace, rvs is IFR and there is currently a SVFR operation in the airspace, state intentions. The T6 informed me that he was minimum fuel and inbound to land. The T6 initially reported outside of 'D' airspace but now was only 3 mi from the field. The WX at the time was overcast 009 and 6 mi visibility. The B25 reported the T6 insight. I had all 3 aircraft in sight. The B25 said he would allow room for the T6 to land first. I felt, at this time, it was best to let all 3 aircraft land, and they did so without incident.

Title: MINIMUM FUEL T6 ENTERS RVS IFR CTL ZONE DURING SVFR OPERATION AND LANDS.
Narrative: A FLT OF TWO B25'S CALLED RVS ATC INBOUND. I INFORMED THEM THAT THE FIELD WAS IFR AND TO STATE INTENTIONS, THEY REQUESTED SVFR INTO THE AIRSPACE. SVFR CLRNC WAS ISSUED. APPROX 1 TO 2 MINS LATER, A T6 CALLED INBOUND. I INFORMED THE T6 TO REMAIN CLR OF 'D' AIRSPACE, RVS IS IFR AND THERE IS CURRENTLY A SVFR OPERATION IN THE AIRSPACE, STATE INTENTIONS. THE T6 INFORMED ME THAT HE WAS MINIMUM FUEL AND INBOUND TO LAND. THE T6 INITIALLY RPTED OUTSIDE OF 'D' AIRSPACE BUT NOW WAS ONLY 3 MI FROM THE FIELD. THE WX AT THE TIME WAS OVCST 009 AND 6 MI VISIBILITY. THE B25 RPTED THE T6 INSIGHT. I HAD ALL 3 ACFT IN SIGHT. THE B25 SAID HE WOULD ALLOW ROOM FOR THE T6 TO LAND FIRST. I FELT, AT THIS TIME, IT WAS BEST TO LET ALL 3 ACFT LAND, AND THEY DID SO WITHOUT INCIDENT.
