Narrative:
The problem arose because the developmental failed to realize the traffic situation, but it was only a traffic situation because the previous controller cleared the aircraft off a required routing. The procedure on how aircraft shall enter this sector is clear, yet it is constantly not followed and nothing is ever done about the issue, in regard to the controllers whom constantly do not follow the procedures. Procedures that are in place to help ensure the safe, orderly, and expeditious flow of air traffic.

Title: ZAB INSTRUCTOR AND DEVELOPMENTAL OVERLOOK TFC CONFLICTION, RECOGNIZING INCIDENT AFTER CONFLICT ALERT ACTIVATES. INSTRUCTOR IDENTS CONTRIBUTING PROB AS ADJACENT CTLR COMPLACENCY.
Narrative: THE PROB AROSE BECAUSE THE DEVELOPMENTAL FAILED TO REALIZE THE TFC SIT, BUT IT WAS ONLY A TFC SIT BECAUSE THE PREVIOUS CTLR CLRED THE ACFT OFF A REQUIRED ROUTING. THE PROC ON HOW ACFT SHALL ENTER THIS SECTOR IS CLR, YET IT IS CONSTANTLY NOT FOLLOWED AND NOTHING IS EVER DONE ABOUT THE ISSUE, IN REGARD TO THE CTLRS WHOM CONSTANTLY DO NOT FOLLOW THE PROCS. PROCS THAT ARE IN PLACE TO HELP ENSURE THE SAFE, ORDERLY, AND EXPEDITIOUS FLOW OF AIR TFC.
