Narrative:
On nov/xa/01, I flew my piper saratoga aircraft, XXXX, on an IFR flight plan, from myrtle beach, sc, to kissimmee, fl. While approaching the kissimmee airport, I was under the control of orl approach control. About 7 mi from the kissimmee airport, orl approach control cleared me for a visual approach to runway 15. However, no authority/authorized was given to me at that time to contact the kissimmee tower. About 3.5 mi from the end of the runway, I contacted orl approach control and requested permission to change to the tower frequency. Orl approach control authority/authorized me to do so at that time. There was more than 1 aircraft in the pattern VFR and I was unable to contact the tower until I was 2.5 mi from the end of runway 15. Needless to say, the tower controller was displeased with me because I had not contacted him sooner. The tower directed a training aircraft on a short final to go around and cleared me to land on runway 15, which I did. My concern is that this situation would have been avoided if orl approach control had authority/authorized me to contact the tower sooner. Also, when I related this incident to a close friend who flies a piper aerostar, he told me the same thing had happened to him at the same airport 34 weeks earlier.

Title: COM BREAKDOWN BTWN INBOUND PA32 FROM MCO APCH TO ISM CAUSES CLOSE-IN GAR FOR ANOTHER TRAINING FLT.
Narrative: ON NOV/XA/01, I FLEW MY PIPER SARATOGA ACFT, XXXX, ON AN IFR FLT PLAN, FROM MYRTLE BEACH, SC, TO KISSIMMEE, FL. WHILE APCHING THE KISSIMMEE ARPT, I WAS UNDER THE CTL OF ORL APCH CTL. ABOUT 7 MI FROM THE KISSIMMEE ARPT, ORL APCH CTL CLRED ME FOR A VISUAL APCH TO RWY 15. HOWEVER, NO AUTH WAS GIVEN TO ME AT THAT TIME TO CONTACT THE KISSIMMEE TWR. ABOUT 3.5 MI FROM THE END OF THE RWY, I CONTACTED ORL APCH CTL AND REQUESTED PERMISSION TO CHANGE TO THE TWR FREQ. ORL APCH CTL AUTH ME TO DO SO AT THAT TIME. THERE WAS MORE THAN 1 ACFT IN THE PATTERN VFR AND I WAS UNABLE TO CONTACT THE TWR UNTIL I WAS 2.5 MI FROM THE END OF RWY 15. NEEDLESS TO SAY, THE TWR CTLR WAS DISPLEASED WITH ME BECAUSE I HAD NOT CONTACTED HIM SOONER.
