Narrative:
I called the tower about 7 mi west of airport (ash). There were numerous aircraft in the vicinity of and on the airport movement areas. I was instructed to enter left downwind and call abeam the tower, which I did. I was then cleared #1 to land. I was also given traffic about 4 mi out and asked to keep it in close or tight. On short final something looked different. As I got lower and closer the runway idents looked different. Closer in, I saw an aircraft in position, I think it was a twin. It had strobes which blended in with the reils. I did not see any red rotating beacon or any position or landing lights on. I then called the tower. He instructed aircraft to hold in position and, I believe, said cleared to land. I then heard tower request aircraft in position to turn on landing light. I landed ok. I believe both tower and ground control were manned by 1 person. At night with heavy student activity, maybe both tower position and ground control position should be manned.

Title: A C337 ATP PLT HAS A PROB WITH HIS ASSIGNED LNDG RWY WHEN ANOTHER ACFT APPEARS TO HAVE TAKEN A POS AND HOLD WITHOUT TWR'S KNOWLEDGE AT ASH, NH.
Narrative: I CALLED THE TWR ABOUT 7 MI W OF ARPT (ASH). THERE WERE NUMEROUS ACFT IN THE VICINITY OF AND ON THE ARPT MOVEMENT AREAS. I WAS INSTRUCTED TO ENTER L DOWNWIND AND CALL ABEAM THE TWR, WHICH I DID. I WAS THEN CLRED #1 TO LAND. I WAS ALSO GIVEN TFC ABOUT 4 MI OUT AND ASKED TO KEEP IT IN CLOSE OR TIGHT. ON SHORT FINAL SOMETHING LOOKED DIFFERENT. AS I GOT LOWER AND CLOSER THE RWY IDENTS LOOKED DIFFERENT. CLOSER IN, I SAW AN ACFT IN POS, I THINK IT WAS A TWIN.
