Narrative:
I was handed over to chicago approach about 20 mi out. The controller asked me what my heading was and I said 065 degrees. He told me to intercept the localizer for runway 10 at dupage. I was about 6 mi out when he came back and said 'you're 3 mi south, turn 360 degrees and intercept.' he was stepped on several times and tried to respond. I immediately turned 360 degrees and blew through the localizer right away. I saw runway 10 just when I turned 360 degrees and saw that I needed to turn back to 090 degrees to reintercept. He came back and balled me out and turned me over to tower. I landed successfully. My judgement is that the controller was overly busy, got me confused with another plane and got stepped on so that I got partial information. I understood I was cleared for the approach and apparently he didn't agree.

Title: PA32 PLT GOT INAPPROPRIATE INTERCEPT VECTORS FROM THE C90 APCH CTLR FOR THE ILS RWY 10 APCH AT DPA.
Narrative: I WAS HANDED OVER TO CHICAGO APCH ABOUT 20 MI OUT. THE CTLR ASKED ME WHAT MY HEADING WAS AND I SAID 065 DEGS. HE TOLD ME TO INTERCEPT THE LOC FOR RWY 10 AT DUPAGE. I WAS ABOUT 6 MI OUT WHEN HE CAME BACK AND SAID 'YOU'RE 3 MI S, TURN 360 DEGS AND INTERCEPT.' HE WAS STEPPED ON SEVERAL TIMES AND TRIED TO RESPOND. I IMMEDIATELY TURNED 360 DEGS AND BLEW THROUGH THE LOC RIGHT AWAY. I SAW RWY 10 JUST WHEN I TURNED 360 DEGS AND SAW THAT I NEEDED TO TURN BACK TO 090 DEGS TO REINTERCEPT. HE CAME BACK AND BALLED ME OUT AND TURNED ME OVER TO TWR. I LANDED SUCCESSFULLY. MY JUDGEMENT IS THAT THE CTLR WAS OVERLY BUSY, GOT ME CONFUSED WITH ANOTHER PLANE AND GOT STEPPED ON SO THAT I GOT PARTIAL INFO. I UNDERSTOOD I WAS CLRED FOR THE APCH AND APPARENTLY HE DIDN'T AGREE.
