Narrative:
Aircraft on ramp on east side of runway 36. Aircraft called for taxi, and was told to taxi to runway 36 via taxiway B (also on east side of runway). Proper taxi route did not involve any runway crossings. Aircraft said 'I may need progressive instructions.' I observed a cessna northbound on the ramp and asked if that was him. He replied that it was. I then told him to taxi behind a sbound piper seminole that was just passing him, 'sbound on bravo.' another aircraft then called for progressive taxi from C1 to the southeast FBO ramp (involving a runway crossing), so I instructed the aircraft to taxi via charlie and hold short of runway 36, which he read back. I looked at that aircraft then, to ensure he was headed in the correct direction. I then looked back to see aircraft one crossing runway 36 in front of aircraft two as aircraft two was departing. At the time, I was working both ground and controller in charge in the tower.

Title: SAV CTLR OBSERVES C172 CROSSING RWY UNDER DPTING T34 WITHOUT AUTHORIZATION.
Narrative: ACFT ON RAMP ON E SIDE OF RWY 36. ACFT CALLED FOR TAXI, AND WAS TOLD TO TAXI TO RWY 36 VIA TXWY B (ALSO ON E SIDE OF RWY). PROPER TAXI ROUTE DID NOT INVOLVE ANY RWY CROSSINGS. ACFT SAID 'I MAY NEED PROGRESSIVE INSTRUCTIONS.' I OBSERVED A CESSNA NBOUND ON THE RAMP AND ASKED IF THAT WAS HIM. HE REPLIED THAT IT WAS. I THEN TOLD HIM TO TAXI BEHIND A SBOUND PIPER SEMINOLE THAT WAS JUST PASSING HIM, 'SBOUND ON BRAVO.' ANOTHER ACFT THEN CALLED FOR PROGRESSIVE TAXI FROM C1 TO THE SE FBO RAMP (INVOLVING A RWY CROSSING), SO I INSTRUCTED THE ACFT TO TAXI VIA CHARLIE AND HOLD SHORT OF RWY 36, WHICH HE READ BACK.
