Narrative:
On takeoff and initial climb, ATC informed us we were venting fuel overboard. ATC reported no change when we selected center pumps off. Returned to field. Maintenance found the right wing fuel vent area wet with fuel. They also discovered the fueling panel switch in the 'on' position (the switch was bent, allowing the panel door to close while the switch was on).

Title: A FOKKER 100 WAS DISPATCHED IN NON COMPLIANCE WITH THE FUEL PANEL DOOR CLOSED WITH THE PWR SWITCH IN 'ON' POS ALLOWING VENTING OF FUEL ON TKOF.
Narrative: ON TKOF AND INITIAL CLB, ATC INFORMED US WE WERE VENTING FUEL OVERBOARD. ATC RPTED NO CHANGE WHEN WE SELECTED CTR PUMPS OFF. RETURNED TO FIELD. MAINT FOUND THE R WING FUEL VENT AREA WET WITH FUEL. THEY ALSO DISCOVERED THE FUELING PANEL SWITCH IN THE 'ON' POS (THE SWITCH WAS BENT, ALLOWING THE PANEL DOOR TO CLOSE WHILE THE SWITCH WAS ON).
