Narrative:
Bdl to dfw was first officer's leg. On approach, winds were reported at 280 degrees, 18 KTS, gusting to 23 KTS. First officer had less than 100 hours in type and was therefore restr. First officer landed aircraft uneventfully on runway 35R. Crew thought the crosswind limit for restr first officer's was 20 KTS, but subsequently learned it was 15 KTS.
