Narrative:
After preflight, and receiving my cargo, I started the aircraft. Approximately 1 second after turning on the avionics master, strobe, navs and taxi lights, a shower of sparks fell on my shoes from under the console. After shutting down, I called operations and was told to taxi down to maintenance. I was parked at a non-movement area. Maintenance is located approximately 500 yards north in the same non-movement area. With this in mind, I restarted the aircraft and turned on the navs, strobes (anti-collision), and taxi light. Within 30 seconds or so, the gear warning system circuit breaker popped. As I lined up on the taxiway along the non-movement area, I noticed a B737 parked near the taxiway on the left. Also, as I taxied past the B737, a security vehicle drove toward me on the taxiway. I watched my wingtip clear the B737 as another circuit breaker popped and I noticed the scent of smoke. The vehicle moved into the parking area to the left near maintenance. Just then, I noticed a flash of yellow on the right side. I applied full braking, and even though I was taxiing at idle, did not stop in time. I struck a towable helicopter pad which was parked on the taxiway. Contributing factors include multiple distrs (circuit breakers, smoke, aircraft parked near taxiway, vehicles on taxiway) and bad lighting (security vehicle coming head-on, and internal lighting rheostats stuck on high), and my lack of collision avoidance.

Title: A C310 PLT, WHILE POSITIONING ACFT AT ALB, STRUCK A PORTABLE HELI PAD.
Narrative: AFTER PREFLT, AND RECEIVING MY CARGO, I STARTED THE ACFT.
