Narrative:
Climbing out of bos en route to phl, we were given an altitude assignment of 10000 ft. As we were approaching 10000 ft, ATC gave us a frequency change. There was congestion on this new frequency with both pilots and controllers talking over each other. ATC called our flight number, then was stepped on by another aircraft talking over ATC. When the congestion cleared, I heard ATC say 'XXX.' I answered, 'climb to flight level 180' and the climb continued through 10000 ft. ATC came back right away and said, 'turn right 180 degrees, maintain 10000 ft. The climb was stopped at 10320 ft and quickly returned to 10000 ft. The aircraft I was flying was equipped with TCASII and there were no conflicts with any traffic on the TCASII or reported by ATC. I consider the 2 major contributing factors of this event to be: 1) frequency congestion, and 2) my expecting and wanting a higher altitude.

Title: A B727-200 CREW, DEPARTING BOS, REACTED TO SOMEONE ELSE'S CLRNC, DEPARTING THEIR ASSIGNED ALT.
Narrative: CLBING OUT OF BOS ENRTE TO PHL, WE WERE GIVEN AN ALT ASSIGNMENT OF 10000 FT. AS WE WERE APCHING 10000 FT, ATC GAVE US A FREQ CHANGE. THERE WAS CONGESTION ON THIS NEW FREQ WITH BOTH PLTS AND CTLRS TALKING OVER EACH OTHER. ATC CALLED OUR FLT NUMBER, THEN WAS STEPPED ON BY ANOTHER ACFT TALKING OVER ATC. WHEN THE CONGESTION CLRED, I HEARD ATC SAY 'XXX.' I ANSWERED, 'CLB TO FLT LEVEL 180' AND THE CLB CONTINUED THROUGH 10000 FT. ATC CAME BACK RIGHT AWAY AND SAID, 'TURN R 180 DEGS, MAINTAIN 10000 FT. THE CLB WAS STOPPED AT 10320 FT AND QUICKLY RETURNED TO 10000 FT. THE ACFT I WAS FLYING WAS EQUIPPED WITH TCASII AND THERE WERE NO CONFLICTS WITH ANY TFC ON THE TCASII OR RPTED BY ATC. I CONSIDER THE 2 MAJOR CONTRIBUTING FACTORS OF THIS EVENT TO BE: 1) FREQ CONGESTION, AND 2) MY EXPECTING AND WANTING A HIGHER ALT.
