Narrative:
The crew was in second aircraft for this mission. IMC prevailed as ILS was set up on both navigation radios. It was noted that localizer frequency was not being received on right side and this was side of PF. An effort was made for PF to fly approach using left instruments. After passing FAF, the approach was managed by the previous PNF in left seat. In the exchange of PF, the localizer course was not tracked well and when approach lights were idented, the aircraft was to left of centerline and turn to intercept centerline resulted in overshoot before being able to land safely though not a thing of beauty! Lesson: do not attempt an approach in low IMC with less than every possible optimal condition! In such a situation, execute a missed approach, get everything sorted in a hold and attempt again! The attempt by initial PF to do the approach under the existing conditions was not a wise decision.

Title: BE20 CREW HAD ILS NAV FAILURE ON APCH TO TEB.
Narrative: THE CREW WAS IN SECOND ACFT FOR THIS MISSION. IMC PREVAILED AS ILS WAS SET UP ON BOTH NAV RADIOS. IT WAS NOTED THAT LOC FREQ WAS NOT BEING RECEIVED ON R SIDE AND THIS WAS SIDE OF PF. AN EFFORT WAS MADE FOR PF TO FLY APCH USING L INSTS. AFTER PASSING FAF, THE APCH WAS MANAGED BY THE PREVIOUS PNF IN L SEAT. IN THE EXCHANGE OF PF, THE LOC COURSE WAS NOT TRACKED WELL AND WHEN APCH LIGHTS WERE IDENTED, THE ACFT WAS TO L OF CTRLINE AND TURN TO INTERCEPT CTRLINE RESULTED IN OVERSHOOT BEFORE BEING ABLE TO LAND SAFELY THOUGH NOT A THING OF BEAUTY! LESSON: DO NOT ATTEMPT AN APCH IN LOW IMC WITH LESS THAN EVERY POSSIBLE OPTIMAL CONDITION! IN SUCH A SIT, EXECUTE A MISSED APCH, GET EVERYTHING SORTED IN A HOLD AND ATTEMPT AGAIN! THE ATTEMPT BY INITIAL PF TO DO THE APCH UNDER THE EXISTING CONDITIONS WAS NOT A WISE DECISION.
