Narrative:
Aircraft X takeoff dmw VFR. Aircraft X climbed through restred airspace before contacting ATC for airborne activation of his IFR clearance to pwk. Aircraft X was issued a phone number to call concerning the violation by baltimore approach. Aircraft X then called me VFR looking for his IFR. I issued the clearance and handed aircraft X off to cleveland center.

Narrative: ACFT X TKOF DMW VFR. ACFT X CLBED THROUGH RESTRED AIRSPACE BEFORE CONTACTING ATC FOR AIRBORNE ACTIVATION OF HIS IFR CLRNC TO PWK. ACFT X WAS ISSUED A PHONE NUMBER TO CALL CONCERNING THE VIOLATION BY BALTIMORE APCH. ACFT X THEN CALLED ME VFR LOOKING FOR HIS IFR. I ISSUED THE CLRNC AND HANDED ACFT X OFF TO CLEVELAND CENTER.
