Narrative:
Flight dec/wed/01, a B757, departed phx at XA35Z en route to atl. Flight was cleared for a dryheat departure from runway 7L with a cnx transition, initial altitude 7000 ft MSL. After takeoff, flight crew engaged LNAV, and contacted phx departure on frequency 124.1. Phx departure control cleared flight to climb to FL210. At the 4 DME of the pxr VOR, flight began a right turn to 100 degrees heading magnetic as depicted on the departure procedure. At XA39Z, passing 7500 ft MSL, the PNF observed a single engine cessna diving in a left turn, below and to the right of flight. The PF looked to the right and observed the cessna aircraft through the PNF window. PF increased pitch and began a turn to the left at 20 degrees angle of bank. Estimated closest distance between aircraft was 100-500 ft. PNF advised ATC of an near midair collision. Flight was cleared back on course and advised that conflict aircraft was maneuvering at 7500 ft MSL, and in contact with ATC. Flight crew was advised to contact phx TRACON on arrival at destination. The captain contacted phx TRACON supervisor after arrival in atl, and exchanged information outlined in company flight operations manual.

AT XA39Z, PASSING 7500 FT MSL, THE PNF OBSERVED A SINGLE ENG CESSNA DIVING IN A L TURN, BELOW AND TO THE R OF FLT. THE PF LOOKED TO THE R AND OBSERVED THE CESSNA ACFT THROUGH THE PNF WINDOW.
