Narrative:
On nov/mon/01, an aft airstrip evacuate/evacuation slide was replaced by an air carrier mechanic. There was available mechanics for overtime to accomplish an rii inspection. All were told to leave at their punchout times. The supervisor (mr X, employee xxxxx) said he would accomplish the rii inspection. He was told by other mechanics that he wasn't qualified to do the task. I enclosed his training record. The maintenance operations department in ZZZ also granted a 24 hour temporary rii authority/authorized for this task. This inspection was accomplished by an unqualified person. The procedures manual states that the personnel have had training on the type of aircraft, which mr X has none.

Title: AN MD80 WAS DISPATCHED IN NON COMPLIANCE WITH THE AFT STAIRWELL EVAC SLIDE INSTALLATION FAA REQUIRED INSPECTION ACCOMPLISHED BY AN UNQUALIFIED PERSON.
Narrative: ON NOV/MON/01, AN AFT AIRSTRIP EVAC SLIDE WAS REPLACED BY AN ACR MECH. THERE WAS AVAILABLE MECHS FOR OVERTIME TO ACCOMPLISH AN RII INSPECTION. ALL WERE TOLD TO LEAVE AT THEIR PUNCHOUT TIMES. THE SUPVR (MR X, EMPLOYEE XXXXX) SAID HE WOULD ACCOMPLISH THE RII INSPECTION. HE WAS TOLD BY OTHER MECHS THAT HE WASN'T QUALIFIED TO DO THE TASK. I ENCLOSED HIS TRAINING RECORD. THE MAINT OPS DEPT IN ZZZ ALSO GRANTED A 24 HR TEMPORARY RII AUTH FOR THIS TASK. THIS INSPECTION WAS ACCOMPLISHED BY AN UNQUALIFIED PERSON. THE PROCEDURES MANUAL STATES THAT THE PERSONNEL HAVE HAD TRAINING ON THE TYPE OF ACFT, WHICH MR X HAS NONE.
