Narrative:
On 12/mon/01, at XA00 I talked to the FSS and got a WX briefing. I departed on a flight to ZZZ under a low broken overcast with ceilings 3 to 4 thousand ft. About 10 mi east of airport a cell was moving from north to south which caused me to descend to maintain VFR around 1800 ft MSL. On the approach windshear caused drop of 7 to 8 hundred ft. After landing ZZZ tower had me call them and they advised that government't lab had report a low aircraft over flight. We discussed the happenings with agreement of winds and WX. It was felt by the tower and myself that I had done the best that could have been done for the conditions. Tower advised that there would be no corrective action on their part for the low flight. It was up to the lab if they wanted to pursue this any further.

Title: BE35 PLT FLEW TO A LOW ALT OVER A TFR AREA TO AVOID ADVERSE WX. PLT HAD NO FLT PLAN.
Narrative: ON 12/MON/01, AT XA00 I TALKED TO THE FSS AND GOT A WX BRIEFING. I DEPARTED ON A FLT TO ZZZ UNDER A LOW BROKEN OVERCAST WITH CEILINGS 3 TO 4 THOUSAND FT. ABOUT 10 MI E OF ARPT A CELL WAS MOVING FROM N TO S WHICH CAUSED ME TO DESCEND TO MAINTAIN VFR AROUND 1800 FT MSL. ON THE APCH WINDSHEAR CAUSED DROP OF 7 TO 8 HUNDRED FT. AFTER LNDG ZZZ TWR HAD ME CALL THEM AND THEY ADVISED THAT GOV'T LAB HAD RPT A LOW ACFT OVER FLIGHT. WE DISCUSSED THE HAPPENINGS WITH AGREEMENT OF WINDS AND WX. IT WAS FELT BY THE TWR AND MYSELF THAT I HAD DONE THE BEST THAT COULD HAVE BEEN DONE FOR THE CONDITIONS. TWR ADVISED THAT THERE WOULD BE NO CORRECTIVE ACTION ON THEIR PART FOR THE LOW FLT. IT WAS UP TO THE LAB IF THEY WANTED TO PURSUE THIS ANY FURTHER.
