Narrative:
We were told to level 10000 ft. Other aircraft told to level 11000 ft. Controller instructed aircraft #2 to maintain 11000 ft. They kept descending after passing 10500 ft. Controller asked their altitude. Controller told them they were assigned 11000 ft. They started climbing. Then immediately started back down again. Passed within 300 ft of our aircraft. We only received a TA.

Title: NMAC BTWN A B757 LEVELOFF DURING CLB BY DEP CTLR AND ANOTHER ACFT DSNDING DOWN THROUGH THEIR ALT AFTER BEING INSTRUCTED BY ATC TO LEVELOFF 1000 FT ABOVE THE B757.
Narrative: WE WERE TOLD TO LEVEL 10000 FT. OTHER ACFT TOLD TO LEVEL 11000 FT. CTLR INSTRUCTED ACFT #2 TO MAINTAIN 11000 FT. THEY KEPT DSNDING AFTER PASSING 10500 FT. CTLR ASKED THEIR ALT. CTLR TOLD THEM THEY WERE ASSIGNED 11000 FT. THEY STARTED CLBING. THEN IMMEDIATELY STARTED BACK DOWN AGAIN. PASSED WITHIN 300 FT OF OUR ACFT. WE ONLY RECEIVED A TA.
