Narrative:
X requested ZZZ1 ground for beacon code for photo shoot of the mall inside class C ZZZ airspace under enhanced class B airspace. Was given code and told that a new NOTAM prevented circling the mall. (I was on the identical flight twice one week before and was allowed to circle by ZZZ tower control.) I was told by ZZZ1 ground that I could fly by the mall, go a distance beyond and fly back by the mall for the photo. No circling back by the mall for the photo. No circling would be allowed. I complied with the instructions. However, ZZZ tower was concerned that I turned close to the mall and didn't fly far enough beyond. Upon landing back at ZZZ1 I was requested to call ZZZ tower. They informed me that details of the NOTAM and could not circle as I should check with the FSS for they did say that I could 'fly by' and if I went about 3 miles past could turn back and fly by again. I suggest that they might be more specific in the future when I am given flight instruction.

Title: A C185 PLT, ON A PHOTO SHOOT, WAS INFORMED BY THE CTLING FACILITY THAT CIRCLING WAS NOT ALLOWED DUE TO A RECENT TFR.
Narrative: X REQUESTED ZZZ1 GND FOR BEACON CODE FOR PHOTO SHOOT OF THE MALL INSIDE CLASS C ZZZ AIRSPACE UNDER ENHANCED CLASS B AIRSPACE. WAS GIVEN CODE AND TOLD THAT A NEW NOTAM PREVENTED CIRCLING THE MALL. (I WAS ON THE IDENTICAL FLT TWICE ONE WEEK BEFORE AND WAS ALLOWED TO CIRCLE BY ZZZ TWR CTL.) I WAS TOLD BY ZZZ1 GND THAT I COULD FLY BY THE MALL, GO A DISTANCE BEYOND AND FLY BACK BY THE MALL FOR THE PHOTO. NO CIRCLING BACK BY THE MALL FOR THE PHOTO. NO CIRCLING WOULD BE ALLOWED. I COMPLIED WITH THE INSTRUCTIONS. HOWEVER, ZZZ TWR WAS CONCERNED THAT I TURNED CLOSE TO THE MALL AND DIDN'T FLY FAR ENOUGH BEYOND. UPON LNDG BACK AT ZZZ1 I WAS REQUESTED TO CALL ZZZ TWR. THEY INFORMED ME THAT DETAILS OF THE NOTAM AND COULD NOT CIRCLE AS I SHOULD CHK WITH THE FSS FOR THEY DID SAY THAT I COULD 'FLY BY' AND IF I WENT ABOUT 3 MILES PAST COULD TURN BACK AND FLY BY AGAIN. I SUGGEST THAT THEY MIGHT BE MORE SPECIFIC IN THE FUTURE WHEN I AM GIVEN FLT INSTRUCTION.
