Narrative:
On GPS runway 15, approach at aspen, co inside sitwo intersection, I became aware of a citation on the frequency. He left eagle co airport VFR to ase. At approximately 13000 ft, approach control called him as traffic and we responded that we were in the clouds. We broke out of the 4800 ft reported broken to overcast layer. Visibility was reported 10 mis. Tower again called our traffic as citation at 11 O'clock two mi. We said no contact. Target was on TCAS in the reported position. Tower asked the citation to proceed 'straight in.' citation pilot asked 'what are the bases.' tower again told us to look for traffic to follow. I looked in the reported position and saw the citation with landing lights on, descending thru the clouds. I said, 'we have the traffic, he just came through the clouds.' he was close enough that I hd to widen out in the valley to maintain enough space to continue the visual approach. The landing was normal, with the citation barely clearing the runway in time. It is obvious the citation flew the VOR approach in IFR conditions with no IFR clearance. I don't have to say that this is a very dangerous practice.

Title: A BA46 CREW, ON APCH TO KASE, OBSERVED ANOTHER ACFT FLYING IN IMC CONDITIONS AN IFR FLT PLAN.
Narrative: ON GPS RWY 15, APCH AT ASPEN, CO INSIDE SITWO INTXN, I BECAME AWARE OF A CITATION ON THE FREQ. HE LEFT EAGLE CO ARPT VFR TO ASE. AT APPROX 13000 FT, APCH CTL CALLED HIM AS TFC AND WE RESPONDED THAT WE WERE IN THE CLOUDS. WE BROKE OUT OF THE 4800 FT RPTED BROKEN TO OVERCAST LAYER. VISIBILITY WAS RPTED 10 MIS. TWR AGAIN CALLED OUR TFC AS CITATION AT 11 O'CLOCK TWO MI. WE SAID NO CONTACT. TARGET WAS ON TCAS IN THE RPTED POS. TWR ASKED THE CITATION TO PROCEED 'STRAIGHT IN.'
