Narrative:
We experienced a stuck left needle on the outbound flap indicator. The needle became stuck on flap retraction from 5 degree to 2 degree flaps and stayed between the 2 degree and 5 degree position. As a precaution we reviewed the trailing edge flap malfunction abnormal procedure. We called maintenance and troubleshot the gauge failure by bringing the flaps from 5 degrees to 2 degrees to 0 degrees noting no aircraft roll tendency and all led lights indicated normal. Maintenance concurred and confirmed a gauge failure and stated we could press on to ewr. As a further safety precaution we used the abnormal flap landing procedure.
