Narrative:

On aircraft preflight, cargo loading staff presented the crew with a locking device (bear trap) used to secure pallets as aircraft mechanics were not nearby, the flight engineer went into the main deck cargo area and re-secured the lock to the floor. It snapped into place and appeared to function normally. A cargo pallet was loaded in the affected position and a revenue flight was conducted to ZZZ, us. I decided that a logbook write up was not necessary because there was no discrepancy. Maintenance was not notified. Upon arrival at ZZZ when the aircraft was being unloaded, the same locking device came loose from the floor. We called for maintenance and they discovered that the pins used to secure the lock to the floor were damaged. A logbook entry was made and the cargo lock was replaced. In retrospect, we should have had a mechanic examine the locking device in ksan to determine if it was airworthy rather than just snapping it back into the floor.

Title: B727-200. FLC FOUND A CARGO PALLET LOCK IN THE COCKPIT ON ARRIVAL AT THE ACFT. THE CARGO LOADER DID NOT NOTIFY ANYONE THAT THE LOCK WAS MALFUNCTIONING.

Narrative: ON ACFT PREFLT, CARGO LOADING STAFF PRESENTED THE CREW WITH A LOCKING DEVICE (BEAR TRAP) USED TO SECURE PALLETS AS ACFT MECHANICS WERE NOT NEARBY, THE FLT ENGINEER WENT INTO THE MAIN DECK CARGO AREA AND RE-SECURED THE LOCK TO THE FLOOR. IT SNAPPED INTO PLACE AND APPEARED TO FUNCTION NORMALLY. A CARGO PALLET WAS LOADED IN THE AFFECTED POS AND A REVENUE FLT WAS CONDUCTED TO ZZZ, US. I DECIDED THAT A LOGBOOK WRITE UP WAS NOT NECESSARY BECAUSE THERE WAS NO DISCREPANCY. MAINT WAS NOT NOTIFIED. UPON ARRIVAL AT ZZZ WHEN THE ACFT WAS BEING UNLOADED, THE SAME LOCKING DEVICE CAME LOOSE FROM THE FLOOR. WE CALLED FOR MAINT AND THEY DISCOVERED THAT THE PINS USED TO SECURE THE LOCK TO THE FLOOR WERE DAMAGED. A LOGBOOK ENTRY WAS MADE AND THE CARGO LOCK WAS REPLACED. IN RETROSPECT, WE SHOULD HAVE HAD A MECHANIC EXAMINE THE LOCKING DEVICE IN KSAN TO DETERMINE IF IT WAS AIRWORTHY RATHER THAN JUST SNAPPING IT BACK INTO THE FLOOR.
