Narrative:
Cool clear day, inexperienced copilot, PF, left seat to gain time for upgrade, captain PNF (PIC) flying right seat. On takeoff from lit runway 4L, runway heading to 4000 ft, climbing through 2000 ft MSL with a high power setting, ATC gave heading change to 330 degrees, advising of traffic at our 10 O'clock position moving to 12 O'clock position in the turn. PNF was completing the after takeoff checklist and began searching for the traffic. PF made remark about going fast, then TCASII began RA series calls of traffic, climb and indicated a required climb of 4900 FPM. As we rolled out on 330 degree heading, PNF saw C21 traffic (5000 ft MSL) on right to left course going directly through our course, above us. As PNF returned attention inside the cockpit, we were over 300 ft above assigned altitude at 260 KIAS. ATC advised us to stop squawk, as we indicated in excess of 300 ft above assigned altitude. Power was reduced and descent to assigned altitude completed. Then ATC advised mode C showed our assigned altitude. Factors: 1) inexperienced copilot as PF in left seat. 2) captain PNF in right seat. 3) ATC vector directly into other aircraft. 4) TCASII RA advising 'climb,' 'monitor vertical speed' adding to issues in cockpit, along with overspd warning horn, then landing gear horn upon power reduction. Issues: 1) although PF is familiar with little rock flying area, the aircraft is new to him. 2) a high power setting caused excessive speed and high rates of climb, perhaps causing the TCASII to issue an RA of climbing at 4900 ft to avoid the traffic. 3) although the TCASII directed a climb, we ignored that input to level at assigned altitude, exactly what we are told not to do. However, a climb in this case would have resulted in an intercept and midair collision. TCASII RA was discussed and overruled. Resolutions: 1) PIC/PNF will address TCASII circumstances and issues with the TCASII manufacturer, and debrief pilots at the work place. 2) PNF and PF have discussed the circumstances of events leading up to the conflict (high power setting/speed/ascent). 3) PIC/PNF/captain will tighten up personal limits of deviations from the 'norm' before directing/taking action.
