Narrative:

Fueler began fueling aircraft prior to jetway arrival and cabin door exit opened. Upon arrival at gate xo, an unknown bag cart driver swerved towards the aircraft between the marshaller and the aircraft (within 20 ft) causing this writer to become distraction from the marshaller. The aircraft came to rest approximately 2-3 inches right of J line. After waiting 10 mins for a jetway operator, she finally arrived struggling with the jetway, eventually coming within 2 inches from the aircraft. The jetway driver refused to disembark the passenger. It took more time to get a towbar and tug to readjust the aircraft. Initially, I confirmed with the first officer that the fueler was not hooked up, but when the jetway arrived the first time, the fueler apparently hooked up and had added approximately 10000 pounds of fuel before the ground crew told him to disconnect so they could move the aircraft. It was at this point in time, I independently observed the increased fuel load and confirmed with ground crews that the fueler must disconnect. Reckless driver on ramp during taxi in.

Title: B737-500 CREW TURNED OFF PARKING LINE TO AVOID A RECKLESS VEHICLE DRIVER. THE ACFT FUELER THEN BEGAN THE FUELING PROCESS WITH NO PAX DOORS OPEN, AT EWR.

Narrative: FUELER BEGAN FUELING ACFT PRIOR TO JETWAY ARR AND CABIN DOOR EXIT OPENED. UPON ARR AT GATE XO, AN UNKNOWN BAG CART DRIVER SWERVED TOWARDS THE ACFT BTWN THE MARSHALLER AND THE ACFT (WITHIN 20 FT) CAUSING THIS WRITER TO BECOME DISTR FROM THE MARSHALLER. THE ACFT CAME TO REST APPROX 2-3 INCHES R OF J LINE. AFTER WAITING 10 MINS FOR A JETWAY OPERATOR, SHE FINALLY ARRIVED STRUGGLING WITH THE JETWAY, EVENTUALLY COMING WITHIN 2 INCHES FROM THE ACFT. THE JETWAY DRIVER REFUSED TO DISEMBARK THE PAX. IT TOOK MORE TIME TO GET A TOWBAR AND TUG TO READJUST THE ACFT. INITIALLY, I CONFIRMED WITH THE FO THAT THE FUELER WAS NOT HOOKED UP, BUT WHEN THE JETWAY ARRIVED THE FIRST TIME, THE FUELER APPARENTLY HOOKED UP AND HAD ADDED APPROX 10000 LBS OF FUEL BEFORE THE GND CREW TOLD HIM TO DISCONNECT SO THEY COULD MOVE THE ACFT. IT WAS AT THIS POINT IN TIME, I INDEPENDENTLY OBSERVED THE INCREASED FUEL LOAD AND CONFIRMED WITH GND CREWS THAT THE FUELER MUST DISCONNECT. RECKLESS DRIVER ON RAMP DURING TAXI IN.
