Narrative:

While being vectored for approach into evv, we were advised by the controller that part of the runway lights for runway 22 went off. We were told that an aircraft had landed in front of us and did not have a problem with the lights that remained functional. The captain and I had a discussion and decided to continue the approach and visually evaluate the conditions at the field. We were unsure about the legality of landing without all of the runway lights operational. During this process, we checked the fuel we had remaining and the release to check the fuel required to fly to lex, our alternate. At that point we observed that the dispatch did have the alternate listed, but there was no fuel allowed. We had left atl with 6600 pounds and had 3500 pounds remaining. While continuing on the approach, the lights became operational. We visually observed the airport approximately 7 mi away from it, continued the visual approach and landed uneventfully.

Title: FLC OF A SCHEDULED PAX MDT FOUND THAT THEY WERE DISPATCHED WITHOUT ALTERNATE FUEL AFTER EVALUATING THE PROSPECT OF RWY LIGHT OUTAGE AT DEST. RWY LIGHTS ALL CAME UP, SO LNDG MADE WITHOUT INCIDENT.

Narrative: WHILE BEING VECTORED FOR APCH INTO EVV, WE WERE ADVISED BY THE CTLR THAT PART OF THE RWY LIGHTS FOR RWY 22 WENT OFF. WE WERE TOLD THAT AN ACFT HAD LANDED IN FRONT OF US AND DID NOT HAVE A PROB WITH THE LIGHTS THAT REMAINED FUNCTIONAL. THE CAPT AND I HAD A DISCUSSION AND DECIDED TO CONTINUE THE APCH AND VISUALLY EVALUATE THE CONDITIONS AT THE FIELD. WE WERE UNSURE ABOUT THE LEGALITY OF LNDG WITHOUT ALL OF THE RWY LIGHTS OPERATIONAL. DURING THIS PROCESS, WE CHKED THE FUEL WE HAD REMAINING AND THE RELEASE TO CHK THE FUEL REQUIRED TO FLY TO LEX, OUR ALTERNATE. AT THAT POINT WE OBSERVED THAT THE DISPATCH DID HAVE THE ALTERNATE LISTED, BUT THERE WAS NO FUEL ALLOWED. WE HAD LEFT ATL WITH 6600 LBS AND HAD 3500 LBS REMAINING. WHILE CONTINUING ON THE APCH, THE LIGHTS BECAME OPERATIONAL. WE VISUALLY OBSERVED THE ARPT APPROX 7 MI AWAY FROM IT, CONTINUED THE VISUAL APCH AND LANDED UNEVENTFULLY.
