Narrative:
Problem, or potential problem, was due to lack of effective 'see, be seen, and avoidance.' I had just taken off from N67 and was climbing to my cruising altitude of 3000 ft on a 360 degree heading. I was leveling off, adjusting power/propeller controls, and when I looked up, the cessna was bearing down on me at my 10:30 O'clock position, and just slightly higher. I pushed the nose down instinctively and the cessna passed directly overhead. No evasive action was detected by the cessna pilot.

Title: PA24 PLT AND A C172 HAD AN NMAC IN PHL CLASS E.
Narrative: PROB, OR POTENTIAL PROB, WAS DUE TO LACK OF EFFECTIVE 'SEE, BE SEEN, AND AVOIDANCE.' I HAD JUST TAKEN OFF FROM N67 AND WAS CLBING TO MY CRUISING ALT OF 3000 FT ON A 360 DEG HDG. I WAS LEVELING OFF, ADJUSTING PWR/PROP CTLS, AND WHEN I LOOKED UP, THE CESSNA WAS BEARING DOWN ON ME AT MY 10:30 O'CLOCK POS, AND JUST SLIGHTLY HIGHER. I PUSHED THE NOSE DOWN INSTINCTIVELY AND THE CESSNA PASSED DIRECTLY OVERHEAD. NO EVASIVE ACTION WAS DETECTED BY THE CESSNA PLT.
