Narrative:

Level at 4000 ft in clt class B airspace, controller said to descend to 3000 ft and called traffic at 12 O'clock position and 2600 ft. We set and verified 3000 ft as the new altitude and initiated the descent. We noted the traffic on TCASII and then picked it up visually. The controller said to climb to 3600 ft immediately. We complied. No TCASII alerts of any sort. Landed without incident. On departure, we were asked to call clt TRACON upon landing in hpn. Spoke to the supervisor. He said we were told to descend to only 3600 ft (we were at approximately 3400 ft when they ordered the climb back to 3600 ft) and our traffic was above assigned altitude. He said minimum separation was not met. We were not allowed to hear the controller tapes.

Title: CPR FALCON 2000 FLC WERE DSNDING TO NEW APCH TRANSITION ALT GIVEN BY APCH CTLR WHEN HE STOPPED THEM AFTER DSNDING THROUGH A HIGHER ALT THAN THAT WHICH THEY WERE CLRED. THEY ALSO HAD A TCASII TA AND VISUALLY SIGHTED A CESSNA AT A LOWER ALT.

Narrative: LEVEL AT 4000 FT IN CLT CLASS B AIRSPACE, CTLR SAID TO DSND TO 3000 FT AND CALLED TFC AT 12 O'CLOCK POS AND 2600 FT. WE SET AND VERIFIED 3000 FT AS THE NEW ALT AND INITIATED THE DSCNT. WE NOTED THE TFC ON TCASII AND THEN PICKED IT UP VISUALLY. THE CTLR SAID TO CLB TO 3600 FT IMMEDIATELY. WE COMPLIED. NO TCASII ALERTS OF ANY SORT. LANDED WITHOUT INCIDENT. ON DEP, WE WERE ASKED TO CALL CLT TRACON UPON LNDG IN HPN. SPOKE TO THE SUPVR. HE SAID WE WERE TOLD TO DSND TO ONLY 3600 FT (WE WERE AT APPROX 3400 FT WHEN THEY ORDERED THE CLB BACK TO 3600 FT) AND OUR TFC WAS ABOVE ASSIGNED ALT. HE SAID MINIMUM SEPARATION WAS NOT MET. WE WERE NOT ALLOWED TO HEAR THE CTLR TAPES.
