Narrative:

Upon takeoff from msp (at normal flaps 15 degrees), we selected flaps to 1 degree, and received a 'trailing edge' message and flaps showed no movement. We accomplished cockpit operating abnormal flap procedure, declared an emergency with ATC and rtned for landing.
