Narrative:
Aircraft entered class D airspace. Did not establish communications. The flight school has been called for this problem. It has been instructors on board, that is the most disturbing. We are a busy VFR tower with a large jet traffic mix. This aircraft entered the airspace right into our downwind. Since this has happened numerous times, and after exhaustive discussions with the volatile instructors, it appears the only remedy is pltdevs processed. The instructors should be very aware of airspace. Supplemental information from acn 535005: in preparation of my student's commercial multi-engine add-on check ride, we were practicing the GPS-B approach into scottsdale. We established communication with phx approach and received approval for the practice approach. We proceeded direct to avent. However, my student did not descend until I queried him. As we turned inbound, my student again failed to descend until I queried him again. 3 mi from cacto, phx approach terminated radar service and told us to contact scottsdale tower. My student changed frequency to scottsdale tower. The frequency was extremely congested. I had thought my student received an acknowledgement, however, my focus was on searching for the other traffic. At cacto, my student started his descent from 4000 ft MSL to the MDA of 2160 ft MSL. I realized that we might not have established 2-WAY radio communications. I tried to call scottsdale tower, but the frequency was too congested. At approximately 3 mi and 2900 ft, scottsdale tower called us and informed us that we may be guilty of a pilot deviation and to maintain 3000 ft. We then flew to the missed approach point and then departed. In hindsight, I am not sure if I thought I heard a reply from scottsdale tower. I should have doublechked with my student identification in doubt and established an escape route prior to the approach if we could not establish 2-WAY communication prior to entering the class D airspace. Supplemental information from acn 535004: I called [tower], but the controller was handling other traffic. I attempted to contact 2-3 more times and was still attempting to correctly fly the approach. When I descended below 4000 ft MSL about 3 mi from the airport, the controller contacted me stating I had violated the airspace without clearance.

Narrative: ACFT ENTERED CLASS D AIRSPACE. DID NOT ESTABLISH COMS. THE FLT SCHOOL HAS BEEN CALLED FOR THIS PROB. IT HAS BEEN INSTRUCTORS ON BOARD, THAT IS THE MOST DISTURBING. WHEN I DSNDED BELOW 4000 FT MSL ABOUT 3 MI FROM THE ARPT, THE CTLR CONTACTED ME STATING I HAD VIOLATED THE AIRSPACE WITHOUT CLRNC.
