Narrative:

Flight operating from bdl to ZZZ climbed to FL260 then ZBW cleared us to FL290. We began the climb, and as we passed FL280, he told us to level off at FL280. Right after we got back to FL280 and level, we got a TA followed almost immediately by an RA from the TCASII to climb now! We announced to center we had a TCASII alert and were climbing. We leveled off at FL290. At the start of the climb, there was traffic under us showing -7 or 700 ft below us. The center advised us then not to climb too high as he had traffic at FL310. Then he advised us he also had traffic ahead at FL290, we descended back to FL280. He never advised us of the traffic that gave us the conflict. Without TCASII, we would never have known about this conflict.
