Narrative:
Tower controller assigned visual separation between aircraft #2 following aircraft #1. Aircraft #1 was assigned 250 KTS on initial contact. Aircraft #2 overtook aircraft #1 and wanted to know 'what's that guy doing?' tower does not take seriously the handbook requirement (7110.65 paragraph 7-1) for aircraft performance.
