Cleared dylin arrival to ewr. Passing kerno intersection, briefed and observed crossing restr at 'stefe' intersection at or above 13000 ft. We failed to see altitude restr to cross dqo at or above FL220. Descending through FL200, ATC requested leveloff. Grossed dqo at FL200, then continued with arrival and restrs. Problem: chart depiction: dqo crossing restr is printed directly below VOR information box with dark arrow pointed to VOR location. All other altitude restrs are depicted with light printed areas. Solution: relocate dqo crossing altitude away from VOR box information and designated with light printed arrows.
