Narrative:
At gate in tpa, arrived later than usual to aircraft on account of increased security. Crew briefing, etc, took time also. Once I reached cockpit for set-up, we were slightly rushed. I overlooked open item in logbook about PA from cockpit being too loud. Item was left by inbound crew that night before and not cleared. Manual states that the inbound crew is responsible to clear write-ups but it is my responsibility to see that the log is clear prior to departure. Logbook is always inconveniently stored on first officer's side pouch, so I have to ask to see it. I will definitely be more alert for this in the future. Please ask all crews to be sure to clear write-ups before they leave the aircraft.

Title: A B767 PIC LAMENTS OVER COMPANY PROCS FOR CLRING OPEN ITEMS THAT HE FAILED TO ADHERE TO IN PREDEP CHK AT TPA, FL.
Narrative: AT GATE IN TPA, ARRIVED LATER THAN USUAL TO ACFT ON ACCOUNT OF INCREASED SECURITY. CREW BRIEFING, ETC, TOOK TIME ALSO. ONCE I REACHED COCKPIT FOR SET-UP, WE WERE SLIGHTLY RUSHED. MANUAL STATES THAT THE INBOUND CREW IS RESPONSIBLE TO CLR WRITE-UPS BUT IT IS MY RESPONSIBILITY TO SEE THAT THE LOG IS CLR PRIOR TO DEP. LOGBOOK IS ALWAYS INCONVENIENTLY STORED ON FO'S SIDE POUCH, SO I HAVE TO ASK TO SEE IT. I WILL DEFINITELY BE MORE ALERT FOR THIS IN THE FUTURE. PLEASE ASK ALL CREWS TO BE SURE TO CLR WRITE-UPS BEFORE THEY LEAVE THE ACFT.
