Narrative:
TCASII alert/confusing clearance. Clearance read, 'maintain 5000 ft to holid, cleared ILS runway 9L.' descending through +4000 ft, we got a TCASII TA. Traffic was 10 O'clock position below us. I began to level off when the controller said 'flight number, level off at 3000 ft.' since we, by then, had passed the traffic, I slowly leveled at 3000 ft to get further clearance. Radio traffic was cluttered, so I asked ATC to verify our altitude clearance. He replied 'I cleared you to 4000 ft, but you busted the altitude. Since you passed the traffic, you are reclred the ILS.' at the gate, I phoned mia approach. The supervisor listened to the tape, called me back and verified both that we had been cleared to 3000 ft and that we had legal traffic separation.

Title: A B737 FLC EXPERIENCES A POTENTIAL CONFLICT WITH UNRPTED VFR TFC PASSING THE LOC AHEAD OF THEM WHILE BEING CLRED FOR THE ILS, 11 M W OF FLL, FL.
Narrative: TCASII ALERT/CONFUSING CLRNC. CLRNC READ, 'MAINTAIN 5000 FT TO HOLID, CLRED ILS RWY 9L.' DSNDING THROUGH +4000 FT, WE GOT A TCASII TA. TFC WAS 10 O'CLOCK POS BELOW US. I BEGAN TO LEVEL OFF WHEN THE CTLR SAID 'FLT NUMBER, LEVEL OFF AT 3000 FT.' SINCE WE, BY THEN, HAD PASSED THE TFC, I SLOWLY LEVELED AT 3000 FT TO GET FURTHER CLRNC. RADIO TFC WAS CLUTTERED, SO I ASKED ATC TO VERIFY OUR ALT CLRNC. HE REPLIED 'I CLRED YOU TO 4000 FT, BUT YOU BUSTED THE ALT. SINCE YOU PASSED THE TFC, YOU ARE RECLRED THE ILS.' AT THE GATE, I PHONED MIA APCH. THE SUPVR LISTENED TO THE TAPE, CALLED ME BACK AND VERIFIED BOTH THAT WE HAD BEEN CLRED TO 3000 FT AND THAT WE HAD LEGAL TFC SEPARATION.
