Narrative:

Prior to boarding passenger on jan/tue/02 for flight abcd, maintenance had been working on the aircraft regarding a problem with the 'a' igniter on the #2 engine. After the mechanic signed it off, the first officer did a walkaround and said everything looked normal. Upon climb out, passing 500 ft, the first officer and I felt a noticeable rhythmic vibration. As the speed of the aircraft increased, the vibrations subsided. I notified ATC of the problem and told them to stand by as I contacted maintenance. With maintenance on the radio, I told the flight attendants to see if they saw anything irregular. The flight attendant said an air carrier Y pilot who was sitting in the back reported a small access door was open on top of the #2 engine. I decided, with my first officer and maintenance, to return to atl. After contacting our dispatcher, we began the turn toward atl. In the turn we received a fire warning on the #2 engine. At that time I took the controls and we ran the emergency procedures for engine fire in-flight. As the propeller feathered the fire warning went away. I declared an emergency with ATC approach and told the first officer to keep maintenance and dispatch updated as well as the flight attendants and the people. We landed without incident and on the postflt, noticed the right engine nacelle panel had come off.
