Narrative:
Inadvertent incursion into southwest corner of R-4001B. On jan/wed/02 I was conducting a survey of the magothy, patapsco, back, and middle rivers in the vicinity of bwi and mtn. In preflight planning, we determined that we would not need access to R-4001B to complete our mission. We worked with baltimore approach and martin state tower to gain clearance into class B surface ring and class D airspace at mtn. We also had prior coordination of our low level survey with northeast air defense sector and received a norad squawk code. We additionally notified the local FSDO in case they received reports of low flying aircraft. All our flight operations were at 200 ft AGL over the water. Following our survey of the back river we were proceeding to the middle river when we spotted rafts of birds a few hundred yards out into the chesapeake bay. We circled these birds and then realized that we had penetrated R-4001B by about 150 yards. We immediately left the area. At the time, we were receiving flight following from mtn. Key factor in the incursion was our deviation from planned flight path, and our preflight determination that R-4001B should not be a factor in our flight. It should also be noted that the area of our incursion (around hartsfield), while depicted as R-4001B on the tac, is not depicted as part of the restr airspace on the washington sectional.

Title: A VFR C206 WILDLIFE SURVEY ACFT INADVERTENTLY FLIES INTO THE R-4001B RESTR AREA 6 MI SE OF MTN, MD.
Narrative: INADVERTENT INCURSION INTO SW CORNER OF R-4001B. ON JAN/WED/02 I WAS CONDUCTING A SURVEY OF THE MAGOTHY, PATAPSCO, BACK, AND MIDDLE RIVERS IN THE VICINITY OF BWI AND MTN. IN PREFLT PLANNING, WE DETERMINED THAT WE WOULD NOT NEED ACCESS TO R-4001B TO COMPLETE OUR MISSION. WE WORKED WITH BALTIMORE APCH AND MARTIN STATE TWR TO GAIN CLRNC INTO CLASS B SURFACE RING AND CLASS D AIRSPACE AT MTN. WE ALSO HAD PRIOR COORD OF OUR LOW LEVEL SURVEY WITH NE AIR DEFENSE SECTOR AND RECEIVED A NORAD SQUAWK CODE. WE ADDITIONALLY NOTIFIED THE LCL FSDO IN CASE THEY RECEIVED RPTS OF LOW FLYING ACFT. ALL OUR FLT OPS WERE AT 200 FT AGL OVER THE WATER. FOLLOWING OUR SURVEY OF THE BACK RIVER WE WERE PROCEEDING TO THE MIDDLE RIVER WHEN WE SPOTTED RAFTS OF BIRDS A FEW HUNDRED YARDS OUT INTO THE CHESAPEAKE BAY. WE CIRCLED THESE BIRDS AND THEN REALIZED THAT WE HAD PENETRATED R-4001B BY ABOUT 150 YARDS. WE IMMEDIATELY LEFT THE AREA. AT THE TIME, WE WERE RECEIVING FLT FOLLOWING FROM MTN. KEY FACTOR IN THE INCURSION WAS OUR DEV FROM PLANNED FLT PATH, AND OUR PREFLT DETERMINATION THAT R-4001B SHOULD NOT BE A FACTOR IN OUR FLT. IT SHOULD ALSO BE NOTED THAT THE AREA OF OUR INCURSION (AROUND HARTSFIELD), WHILE DEPICTED AS R-4001B ON THE TAC, IS NOT DEPICTED AS PART OF THE RESTR AIRSPACE ON THE WASHINGTON SECTIONAL.
