Narrative:

The day started out ok, except for the headwinds (180+ KTS). We were 15 mins late for our scheduled arrival. About 25 NM out, we located the airport. Ict approach cleared us for the visual runway 31 and contact tower. We contacted tower at 18 mi and he told us to call on a 2 mi final and that there was a 'small flock of large birds' to the left of the runway, headed northeast. Configuring the aircraft was completed and I started to try to find the birds (our operation had a substantial bird strike 3 yrs ago). I asked my copilot if he had the birds. He thought he did, but then lost them. Normal cockpit callouts were made. Upon touchdown I thought I had a fairly descent landing. On taxi in, the tower asked us to call. I knew immediately we had missed the 2 mi call. The tower was called and he stated we landed without a clearance (which we knew). He said he had left the tower to use the bathroom and was planning on using our 2 mi call as his notice to come back up. When he returned to the tower, we were clearing the runway. We apologized, he apologized, and he stated he wouldn't report the incident. Our new 500 ft callout is '500 ft to airport/minimums cleared to land,' or 'not cleared to land' as appropriate.

CONFIGURING THE ACFT WAS COMPLETED AND I STARTED TO TRY TO FIND THE BIRDS (OUR OP HAD A SUBSTANTIAL BIRD STRIKE 3 YRS AGO). I ASKED MY COPLT IF HE HAD THE BIRDS. HE THOUGHT HE DID, BUT THEN LOST THEM. NORMAL COCKPIT CALLOUTS WERE MADE. UPON TOUCHDOWN I THOUGHT I HAD A FAIRLY DESCENT LNDG. ON TAXI IN, THE TWR ASKED US TO CALL. I KNEW IMMEDIATELY WE HAD MISSED THE 2 MI CALL. THE TWR WAS CALLED AND HE STATED WE LANDED WITHOUT A CLRNC (WHICH WE KNEW). HE SAID HE HAD LEFT THE TWR TO USE THE BATHROOM AND WAS PLANNING ON USING OUR 2 MI CALL AS HIS NOTICE TO COME BACK UP. WHEN HE RETURNED TO THE TWR, WE WERE CLRING THE RWY. WE APOLOGIZED, HE APOLOGIZED, AND HE STATED HE WOULDN'T RPT THE INCIDENT. OUR NEW 500 FT CALLOUT IS '500 FT TO ARPT/MINIMUMS CLRED TO LAND,' OR 'NOT CLRED TO LAND' AS APPROPRIATE.
