Narrative:
We live at a residential airport (7e7) in central arizona. The indian casino on the northeast edge of the airport has installed rotating searchlights to attract customers on nearby I-17. The lights shine directly into the cockpit when downwind on 17 or on final for 35. In addition to the risk to pilots, there are 42 home sites directly under the traffic pattern. This is a dangerous situation and we have had no success dealing with the yavapai-apache casino. Callback conversation with reporter revealed the following information: reporter stated the montezuma residential airpark consists of approximately 30 homes on a 40 lot site and is home to approximately 50 aircraft. He also stated that on the northeast edge of the airport lies the casino, which has installed on it's roof a 12 spot light, cone shaped, rotating searchlight. The spotlight effect of this searchlight interferes with aircraft in the pattern and on approach to the airport. Although the personnel representing the casino were agreeable to shielding their parking lot lights from the airport, they are refusing to refrain from operating the searchlight. Contacting the local governing officials has led nowhere. The casino is located in a sovereign nation where local government has no jurisdiction.

Title: THE RPTR IS CONCERNED ABOUT VISUAL INTERFERENCE TO PLTS, IN TFC PATTERN, CAUSED BY ROTATING SEARCH LIGHTS LOCATED NEAR ARPT'S PERIMETER.
Narrative: WE LIVE AT A RESIDENTIAL ARPT (7E7) IN CENTRAL ARIZONA. THE INDIAN CASINO ON THE NE EDGE OF THE ARPT HAS INSTALLED ROTATING SEARCHLIGHTS TO ATTRACT CUSTOMERS ON NEARBY I-17. THE LIGHTS SHINE DIRECTLY INTO THE COCKPIT WHEN DOWNWIND ON 17 OR ON FINAL FOR 35. IN ADDITION TO THE RISK TO PLTS, THERE ARE 42 HOME SITES DIRECTLY UNDER THE TFC PATTERN. THIS IS A DANGEROUS SIT AND WE HAVE HAD NO SUCCESS DEALING WITH THE YAVAPAI-APACHE CASINO. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: RPTR STATED THE MONTEZUMA RESIDENTIAL AIRPARK CONSISTS OF APPROX 30 HOMES ON A 40 LOT SITE AND IS HOME TO APPROX 50 ACFT. HE ALSO STATED THAT ON THE NE EDGE OF THE ARPT LIES THE CASINO, WHICH HAS INSTALLED ON IT'S ROOF A 12 SPOT LIGHT, CONE SHAPED, ROTATING SEARCHLIGHT. THE SPOTLIGHT EFFECT OF THIS SEARCHLIGHT INTERFERES WITH ACFT IN THE PATTERN AND ON APCH TO THE ARPT. ALTHOUGH THE PERSONNEL REPRESENTING THE CASINO WERE AGREEABLE TO SHIELDING THEIR PARKING LOT LIGHTS FROM THE ARPT, THEY ARE REFUSING TO REFRAIN FROM OPERATING THE SEARCHLIGHT. CONTACTING THE LOCAL GOVERNING OFFICIALS HAS LED NOWHERE. THE CASINO IS LOCATED IN A SOVEREIGN NATION WHERE LOCAL GOVERNMENT HAS NO JURISDICTION.
