Narrative:

On taxi out, had a nosewheel steering failure. Ran appropriate QRH procedure. System was reset, began to taxi again only to have system fail again. Coordinated with ground controller that we would need to stop aircraft again to try to resolve problem. The system was again reset and we began to taxi. Nosewheel steering failed again and aircraft nosewheel went into free-castering mode. Informed ground we needed to return to gate. Ground asked if we could do a 180 degree turn. I informed him we could not execute a 180 degree turn, but could turn onto taxiway U from taxiway a. Ground controller told us to proceed and seemed to get upset informing us we should coordinate with him if we have a problem and not 'block his taxiway.' I probably should have done a better job coordinating with ground and informed him the aircraft is extremely difficult to steer with steering inoperative.
